As far as I can tell, it is a fan translation. I believe the currently supported Fergus Multimedia version is also considered a fan made translation. Both are based on the official English version.
There are currently two issues with supporting this (HSI) version:
- It uses a differently arranged font for the text in the UI (eg. in the KIA) and thus the "Subtitles" string that should appear there has to be treated differently for this specific version too.
- This version uses a few edited videos that are external files (to the original ones packed in the VQA.MIX files) that are meant to override the original videos. The originals are still in the MIX files, and those are the ones that ScummVM is currently using, so essentially one will get English voiced videos, as is.

I've got it working also with the translation from external files (there is no dubbing).
I'll prepare a patch over the weekend, as mentioned text "subtitles" has to be fixed also position abbreviation in esper machine
