TITANIC: Stop on captains wheel does nothing

Description
I am uncertain as to what this stop button does on the captain wheel.
It seems to always be lite. Clicking it when the go button light is also lite doesn't seem to do anything. Maybe it disables the go button?
The stop button wouldn't light up for me in the original so maybe it does something else.
I don't think this button plays a large role.

I double-checked, and the current logic is correct. Clicking it does nothing, Maybe it was originally intended to stop random movement, but was then dropped in favor of simply having random movement as a cutscene that then finishes. Or maybe doing nothing is what it was always intended to do, just like the horn on the wheel has no real purpose.
