TUCKER: Panel background off by one pixel

Description

When clicking the computer (entering the options menu) the panel background has a black line (1px) on the bottom of the screen whereas when entering the save/load game menu the black line is on the top of the panel. This results in the background image "jumping" when switching between menus.
