Description
I'm stuck in the game for a couple of weeks, so finally decided to check walkthroughs (both text and video). I have done everything, but the boy Virgil never shows up back outside 221B (so I can proceed to find Vincent). Searched all over to see if anyone ever mentioned this dead end in the original game, but could not find anything. Since it's not clear exactly which event should trigger his appearance, I cannot fix it by loading a previous game.

One thing I realized is that I blew a dialogue with Lawton; I was supposed to have checked his notebook (and the missing picture) before I talked to him in the piano, but he got angry and left and never came back, so I couldn't confront him about that. However, as far as I know this has nothing to do with Virgil's return without Wiggins.

I've started a fresh playthrough to see if I can encounter any such problem; we'll see how I go

Getting up that point, I too saw that Virgil didn't appear. However, it's really hard to say whether it's a bug or not. Given that I've previously completed the game back when I first implemented support for it, it may be fair to say that the walkthrough I used above is incomplete, and missing some step I did properly in my prior playthroughs.
Luckily, the debugger commands I implemented in the game are of help for cases just like this; I looked up the flags associated with Virgil reappearing on his own, and you can trigger it by pressing Ctrl-D to open the on-screen debugger, and issuing the following command:
flag 895 set
Then go to 221B, or exit and re-enter if you're already there. Virgil should now appear.
For now, I'm going to tentatively close the bug, since I can't definitively say for sure that it is indeed a problem or not, and I don't like the idea of leaving it open indefinitely.
This is one thing I dislike about games like this, where progress is tied to completely unrelated thing having been done. If you could attach a savegame, I could try and see if I figure out which condition for his appearance hasn't been satisfied.
