After the game's first 2 days, you get taken automatically into the peace oath and then travel into the Simbani village.
If you don't go to the money exchanger during those 2 days, then when you travel back to Tarna the thief Harami is no longer at the money exchanger.
Nevertheless, after exactly 1 night in Tarna (or maybe 3 nights after the Simbani village? One night in the Simbani village, one night on the way back, then another one in Tarna), even if you never went to the money exchanger, you get to meet Harami the thief at night. By then he talks to you as if you were at his judgement.
Whenever you're in Tarna and talk to Rakeesh, he tells to go the money exchanger, so it seems as if the game did expect you to be able to always meet Harami there.
I've tried it in the latest Windows 64 build, v2.2.0git4593-gf531eba971 (Apr 20 2020 05:59:17)

Save game just before the second night sleep in Tarna following your return - if you sleep 60 minutes then night starts and Harami is suddenly there at night. Altenatively, use those 60 minutes to go the money exchanger and see Harami is not there (and yet you'll meet him at night).

This is how the original game is designed. If the player doesn't visit the money exchanger, the game will have to proceed as if he was visited, otherwise the rest of the plot can't continue.
The game time can't be paused, and the clock keeps ticking regardless if the player has performed certain actions. There is no alternate plot to resolve this discrepancy in the original game, so I'm afraid there's not much we can do here, as this is an omission in the original game.

Save game immediatelly after returning to Tarna - Harami isn't there at night
