The game in 'Police Quest 1' seems to be an unknown game variant.

@Retro64: Thanks for letting us know. Odd as my CD copy of PQ collection detects fine. This will help the SCI engine developers to know the correct version to test with to fix the detection, but also to see why it differs and whether any engine changes / data patches are required.

Something's wrong with your game files or you've selected the wrong game directory. Your resource.000 file is only 42 bytes, it should be 6 megabytes. That's the file that contains the whole game. PQ1 may not be the most *sophisticated* adventure game but it's still a little bigger than that! =)
resource.map is correct though, that's the right file size and checksum.
Find the directory with the 6 meg resource.000, that's the right game directory to point ScummVM to.

I guess the version I installed was corrupted - re-downloaded and installed from GOG and now works like charm - I guess the ticket can be closed

@Retro64: Can you give any further details of this variant? i.e. 5.25 / 3.5 inch floppy or CD, name of game collection, CD serial, release date etc.
