SAGA: The Windows version of Inherit the Earth doesn't start without OPL3 support

Description
Some platforms (DS, PSP, N64, Dingoo) only support the MAME OPL driver, which only implements OPL2 emulation. However the Windows version of ITE (and the DOS version when the Miles instruments are missing) specifically requests OPL3 support, and will refuse to start if it's not available.

Added OPL2 support to fix this problem. I tested this on Windows by selecting the MAME emulator, as I don't have ScummVM set up on the affected platforms. Could someone test and make sure this works now on DS, PSP, N64, Dingoo?
