normal scaler runs 640x480 titles at 2x

Description
With the recent scaler changes in the SDL backend it would seem that the behaviour of the normal scalar has changed.
Run a 640x480 title such as comi/sword1/sword2 with the normal scaler and it will be 2x instead of 1x.
The normal scaler represents the default scaler assigned to a title (currently 2x unless specificed via GF)
This behaviour is only present on trunk not on the 0.6.0 branch.
