SCUMM: Text speed setting doesn't work correctly

Description
When increasing the text speed (pressing the '+' key) the speed actually gets slower. When decreasing the speed (via '-' key) it gets faster.
Actually this bug raised some kind of déja-vű effect with me, so I don't know for sure if this problem has been in the original game. Gosh - it's been almost 15 years since I played that game, so I really could have forgotten :-)
I was able to reproduce this bug with Monkey 1 German Floppy Version as well with the CD Version
ScummVM Version 0.8.0pre 19.10.2005 Version: German Floppy, English CD Platform: Win32
Reproducing: set the text speed to maximum ('+'), talk to someone, set to minimum('-'), talk again - you'll see that on maximum setting the speed is much slower than on minimum setting.

Whoa! I just noted, that the same effect can be seen in Monkey Island 2. Well, either it is a general bug, or I have a different understanding of text speed. But in my world, '+' means increase, means faster text ... But then, it wouldn't be my first time to lose the battle Cirion vs. The Rest Of The World :-)
Anyway, I think I haven't noted yet: THANK YOU ALL FOR THE BEST PIECE OF SOFTWARE EVER CREATED (and I mean that!!) - sorry, not the right place to do, but I just felt like I had to do this.
