WIN32/SCUMM: Using "scummvm.exe targetname" not possible!

Description
Since quite some time now I get the following error using ScummVM on CommandLine on WinXP.
Tested with latest build from Jun4 and exists since at least mid of May.
It is not possible to start *any* SCUMM game from CommandLine at the moment at least for Win32.
