Vista and Win7 with activated UAC doesn't let you write to the Program-Dir (where ScummVM will be installed by default)
scummvm.ini is automatically placed in C:\Users\<username>\AppData\Roaming\ScummVM and works fine
Savegames are automatically placed in C:\Users\<username>\AppData\Local\VirtualStore\Program Files\ScummVM\ and they also work fine (but different directory may be confusing)
But LSL3, and maybe other games, crash, because they cannot write a specific file (for LSL3 it is lsl3-LARRY3.DRV) which is created in the Programs-Dir when run as admin.
So user-based config/savegame/other files should probably placed in one userwriteable location.. (eg. C:\Users\<username>\AppData\Roaming\ScummVM)

Rejecting, as you can easily change the saved game path under ScummVM.
There is no standard location for storing saved games under Windows 2000/XP/Vista.
SCI games (i.e. Leisure Suit Larry 3) aren't even supported yet, so it is far too early for bug reports.
