One possibility is that the files aren't arranged the way the game engine expects them to be. At least in the version I have, it appears to look at the file inquis.zix, which is a text file listing the folders and indicating where the data files are.
I don't have the GOG version of the game, though. I thought I heard that it should work without any rearranging of the files, but...

I have tried to see if there was a listing of file arrangement and the file it is looking for is global so it is in both asset folders...

This is working fine for me with the GOG version. Could you attach your scummvm config file?

Okay Looking at the conifg file it looks like The mass add tool in scummVm pointed to the ZGI folder inside of the Zork Grand Inquistor folder for some reason... As after I altered that it indeed worked. So looks like the Mass add tool isn't adding the right start folder point.

I have the GOG version and the italian version on 2 CDs.
I can confirm that the mass add works perfectly on both the GOG directory (no changes to the layout) and the italian version (placing the files as described on the wiki).
I think the problem here is that at the time of this bugreport the GOG version was based off the CD version (this is confirmed by the presence of the ZGI dir, which is absent on the DVD release), and the mass add wrongly picked the ZGI folder since it contained the index files and the assets subfolders.
Considering that the current GOG release works correctly and that the procedure for the physical discs is clearly explained on the wiki, I think this can be closed.

Yes, this happens when the contents of the 'zgi' directory was not moved one level up.
Closing as invalid.
