Alt + enter only works once

This is probably another SDL and not ScummVM issue, but when you press alt + enter to toggle fullscreen, it will only work the first time, and will register as enter only on subsequent presses. You have to let go of the alt key and press it again every time you toggle fullscreen. This is not how modifier keys usually work, and it does not seem to be the case for ctrl + f5 or others. But it has been this way on every version of ScummVM I have tried, OS X and Windows.

I can replicate the issue you describe here with ScummVM 1.9.0git6663-gc9dfcea (built with SDL2) on Windows 10, Build 14926.

I'm on Linux with 1.10.0git446-gd3c173d and I don't have this issue.

(I see other problems on Linux, but that's a different bug: If I press and hold alt+enter, it toggles the fullscreen very quickly many times instead of waiting for me to release and press ENTER)
