This kind of ticket is not really useful as this will depend on the internals of each game engine within ScummVM to implement this separately. For some, this may not be possible without causing issues with game state and/or timing of events without a major refactoring of the engine design... and even then, there will always be another engine which will be added later so very hard to close out such a generic ticket as this.
We do already not limit any game engine to a specific update / refresh rate, unless the original engine required this for script event timing or similar issues.
Unless you wish to report a specific instance for a specific game / engine, this is not tractable.
