This kind of ticket is not really useful as this will depend on the internals of each game engine within ScummVM to implement this separately. For some, this may not be possible without causing issues with game state and/or timing of events without a major refactoring of the engine design... and even then, there will always be another engine which will be added later so very hard to close out such a generic ticket as this.
We already do try to ensure that game engines allow skipping of lengthy dialogues or cutscenes where possible, but this ends up being an engine-specific issue, so unless you wish to report a specific instance for a specific game / engine, this is not tractable.
