This should be considered an enhancement over the original DOS game engine. The MIDI music tracks are inherently higher volume than the mastered CD audio tracks but you can't get a perfect in-game mix as the music volume control also affects CD audio volume, thus you can't set CD audio higher than MIDI music.

These were two different volume controls in the original game afair - but scummvm doesn't have the concept (yet) for different music volume settings - at least I don't know them.
