ULTIMA6:: Great Light spell only illuminates part of the screen

Description
When I cast the Great Light spell, it only illuminates an area immediately around the Avatar. It doesn't illuminate the entire screen.
Contrast this against when I drink a white potion (I believe this casts X-ray), and I can see the entire screen.
I'm unsure if this is a bug or a feature though, since I believe this illuminates the entire area that I would normally be able to see on a 320 x 240 screen. However, now that I can see a larger area in ScummVM, it would be nice to illuminate the entire visible area when I cast Great Light.
On a related note, it seems like the min_brightness flag for scummvm.ini does not work. In the Nuvie Documentation (http://nuvie.sourceforge.net/?page=docs) there is a min_brightness flag that should be able to be set in order to brighten up darkened parts of the screen. I tried turning off darkness by setting this flag to "cheats/min_brightness=255" or "ultima6/min_brightness=255", but it does not work.
